Preliminary Assessment of
Proposed Pastoria Energy Facility
A preliminary staff report assessing the construction and operation of the proposed Pastoria Energy Facility is now available from the California Energy Commission. The draft report includes a detailed description of the electricity generation project. The report can be viewed and printed from the Energy Commission's Web Site located at:
The project planned by Pastoria Energy Facility, LLC. would be a 750-megawatt, natural gas-fired, electric generating facility located on an undeveloped site on Tejon Ranch, 30 miles south of Bakersfield, and 6.5 miles east of Interstate 5 at the base of the Tehachapi Mountains.
The proposed Pastoria project and related facilities -- such as the electric transmission line, a natural gas line and water supply lines -- are under the Energy Commission's jurisdiction. When issuing a license, the Energy Commission acts as lead State agency under the California Environmental Quality Act. The Commission's process is functionally equivalent to preparing an environmental impact report.
Based upon an analysis of the information currently available, the Preliminary Staff Assessment presents the staff's preliminary environmental and engineering evaluation of the project.
A draft document, the Preliminary Staff Assessment, is produced by Energy Commission staff. It contains conclusions and recommendations that may change by the time the staff completes its Final Staff Assessment.
The California Energy Commission staff has scheduled a workshop to discuss the proposed Pastoria Energy Facility. The workshop will be held as follows:

Scheduled as part of the Commission's comprehensive review of the proposed Pastoria Energy Facility project, this workshop is to discuss the Preliminary Staff Assessment. The workshop will also allow staff to receive comments from the applicant, public, intervenors in the proceeding, as well as local, Sate and federal agencies, to use in preparing the Final Staff Assessment.
