Energy Commission Staff Releases Preliminary
Assessment of Proposed Western Midway Sunset
Cogeneration Power Plant Project

A preliminary staff report assessing the construction and operation of the proposed Western Midway Sunset Cogeneration Power Plant Project is now available from the California Energy Commission. The preliminary report includes a detailed description of the electricity generation project and the staff's draft analysis of the project's potential impacts. The project planned by the Western Midway Sunset Cogeneration Company would be a 500-megawatt, natural gas-fired, combined cycle, with two combustion turbine generators and two heat recovery steam generators. The plant facilities would be located approximately 2.5 miles east of Derby Acres in western Kern County, on a site adjacent to an existing 225-megawatt power plant owned by the same company.

The proposed Western Midway project and related facilities - such as an electric transmission line, a natural gas line and water supply lines - are under the Energy Commission's jurisdiction. When issuing a license, the Energy Commission acts as lead State agency under the California Environmental Quality Act. The Commission's process is functionally equivalent to preparing an environmental impact report.

The California Energy Commission staff has scheduled a workshop to discuss the proposed Western Midway Sunset Cogeneration project. The workshop will be held as follows:

Scheduled as part of the Commission's comprehensive review of the proposed project, this workshop will also allow staff to receive comments from the applicant, the public and intervenors in the proceeding, as well as local, State and federal agencies. The information will be used to prepare the Final Staff Assessment.
