Energy Commission Begins Fast -
Track Review of Valero Cogeneration Project


Sacramento The California Energy Commission unanimously voted today to begin reviewing plans to construct and operate the Valero Cogeneration Project, proposed for the grounds of the Valero Refining Company in Benicia, California.

If approved and built, the Valero Congeneration Project would be a $100-million, 102-megawatt, gas-fired, cogeneration power plant consisting of two combustion turbine generators. In addition to producing electricity to run the refinery, excess energy will be sold in California's power market. Steam from the plant will also be used to help run the refinery west of Benicia. The Valero Refining Company plans to complete construction by the fall of 2002.

The project applicant, Valero Refining Company, seeks an expedited permitting decision from the Energy Commission under terms of the California Energy Security and Reliability Act (SB28X). This law provides for a four-month certification process for thermal power plants and related facilities that can be put into service by December 31, 2002. The Energy Commission begins its four-month review of this project today, June 6, 2001, following the vote this morning.

To get the process underway, Commissioner Robert Pernell was named Presiding Member of the Ocotillo Energy Project, Phase 1 Siting Committee. Energy Commission Chairman William Keese was named Associate Member of the Committee.

The California Energy Commission is currently reviewing 17 projects, including Valero.
