Energy Commission Staff Study Now
Available For Proposed Modesto Power Plant


Sacramento An Initial Study of the plans for the Woodland Generating Station No. 2 project is now available from the California Energy Commission.

The 80-megawatt power plant proposed by the Modesto Irrigation District is being considered under the Commission's Small Power Plant Exemption process. The Initial Study by Energy Commission staff can be viewed and printed from the Energy Commission's Web site at:

The report contains the Energy Commission staff's independent analysis of the Woodland Generating Station No. 2 project. Although it is not a final decision on the combined-cycle generating facility proposed for a 2.5-acre portion of a 7-acre site on Woodland Avenue in Modesto, the report finds the project would be consistent with the California Environmental Quality Act and applicable local ordinances.

The California Energy Commission is allowed to exempt power plants of up to 100 megawatts from its power plant site-certification process if it finds that no substantial adverse impact on the environment will result from the construction or operation of the proposed facility. The proposed project must also comply with requirements of other permitting agencies.

If approved, the Woodland Generating Station No. 2 would consist of one modern combustion turbine and a condensing steam turbine. The Woodland Avenue site contains an existing 49.4-megawatt power plant and a switchyard that would be expanded with two new bays. The plans call for approximately 1.2 miles of new 69-kilovolt sub-transmission line, 6 miles of reinforcement to an existing Pacific Gas & Electric natural gas supply line, and 1 mile of new water line.

Members of the public, community organizations and interested agencies have the opportunity to comment and ask questions about the Initial Study and the project at the following workshop:
