Energy Commission Staff Completes
Assessment of Valero Cogeneration Project

The California Energy Commission staff has released their Staff Assessment outlining conditions that should apply to the design, construction, operation and closure of the proposed Valero Cogeneration Project if the Commission approves the project.

The document includes the Energy Commission staff's comprehensive analyses of the $100 million, 102-megawatt natural gas-fired facility proposed by the Valero Refining Co. The facility would be located in Solano County at the existing Valero Benicia refinery.

The project would consist of two combustion turbine generators equipped with water injection to control oxides of nitrogen (NOx) emissions. Power will be conveyed through 12-kilovolt underground cables to the new Valero switch house within the refinery.

The Staff Assessment is a staff document, not a Committee or Commission decision or proposed decision. These assessments were prepared by Commission staff in accordance with the Public Resources Code and the California Environmental Quality Act.

The Staff Assessment presents conclusions and conditions that apply to the design, construction, operation and closure of the proposed facility.

Workshops and hearings are scheduled as part of the Commission's comprehensive review of the proposed Valero Cogeneration Project. The purpose of the meetings is to allow staff to receive comments about the project and the Staff Assessment.
