The first workshop will cover topics such as plant efficiency, reliability, facility design, geology and paleontology, transmission system engineering, wastes, hazardous materials, worker safety and fire protection, socioeconomics, land use, cultural resources, traffic, noise, soils and water, biological resources, and alternatives. The second workshop will cover visual resources and the final workshop will cover air quality, public health, and transmission line safety.

The Russell City Energy Center would be a 600­megawatt, natural gas­fired, combined cycle power plant located in the Industrial Corridor of the City of Hayward in Alameda County. The facility would be built on a 14.7-acre site directly south of the Water Pollution Control Facility.

Members of the public may participate in all phases of the licensing process in a variety of ways.
