Energy Commission Committee Recommends
Approval of SMUD Power Plant Proposal
Sacramento - The first phase of the Sacramento Municipal Utility District's (SMUD's) proposed Cosumnes Power Plant is recommended for approval by the California Energy Commission in the Presiding Member's Proposed Decision released today. The proposed decision is the recommendation of the Committee made up of two Energy Commissioners assigned to see the project through the Commission's review process. Along with the recommendation for approval, the document includes proposed conditions of certification.

SMUD is proposing to build the 1,000-megawatt Cosumnes Power Plant in two 500-megawatt phases. Only the first phase is being considered in this proposed decision. The SMUD Board of Directors will decide later this year whether to pursue a license for the second phase of the planned facility. The utility hopes to have phase one of the natural gas-fired, combined-cycle facility on-line in 2005 to help supply electricity to its customers.
If approved, the power plant would occupy 30 acres on SMUD property near the former Rancho Seco nuclear power plant. Two combustion-turbine generators would be combined with two heat-recovery steam generators and a condensing-steam generator to produce the 500 megawatts. The plant would incorporate state-of-the-art technology to reduce air emissions along with a zero liquid discharge system to lessen water use.
The Presiding Member's Proposed Decision is not the final decision on the Cosumnes Power Plant project. The full Energy Commission must vote whether to license the plant. Before that vote can take place, the proposed decision will be available for a 30-day review and comment period, which ends September 8, 2003.

In addition, the Cosumnes Power Plant Siting Committee, consisting of Energy Commissioner Robert Pernell as Presiding Member and Commissioner Arthur H. Rosenfeld as Associate Member, will hold a public conference to solicit comments on the proposed decision. The Energy Commission will issue a public notice about the conference when the date and time are set.
