Sacramento - The Committee responsible for considering whether to exempt the Modesto Electric Generation Station from the California Energy Commission review process recommends that the exemption be granted, subject to specific conditions. The Committee's Proposed Decision and Mitigated Negative Declaration released today finds the project poses no unmitigated impacts to the environment or energy resources.

The Modesto Electric Generation Station is a proposal of the Modesto Irrigation District. If the Committee's recommendation is approved by the full Energy Commission, the natural gas-fired, simple-cycle generating facility would be constructed on eight-acres of a 12.25-acre site at South Stockton Avenue and Doak Boulevard in the city of Ripon in San Joaquin County. The 95-megawatt project is being reviewed under the Energy Commission's Small Power Plant Exemption process.
The Energy Commission is allowed to exempt projects of up to 100 megawatts from its power plant certification process if it finds no substantial adverse impacts on the environment or energy resources will result from the construction or operation of the proposed facility. The project must also comply with laws, ordinances, regulations and standards of other permitting agencies.
The Committee will hold a hearing to receive comments on the Proposed Decision and Mitigated Negative Declaration on December 2, 2003 at 2:00 p.m. in the headquarters of the Modesto Irrigation District.
Written comments must be received no later than Monday, December 8, 2003 by the Siting Committee for the Modesto Electric Generation Station. Comments must be addressed to:

The Proposed Decision will be presented to the Energy Commission for a vote at the Business Meeting on December 17, 2003. If approved, the document will be used by the appropriate agencies to issue the permits to construct the project.
The Modesto Irrigation District facility will serve the area's growing demand for power as well as provide electricity to the California grid.
