Calpine’s application for the Los Esteros Critical Energy Facility Phase Two project seeks two goals: recertification to continue operating Phase One, at 180 megawatts, past the 2005 expiration date of the current license and approval to convert the current simple-cycle facility to a more-efficient, combined-cycle power plant that would produce a total of 320 megawatts.
