Energy Commission report recommends expansion of
Pastoria Energy Facility in Kern County
Sacramento - The just-released Final Staff Assessment of an expansion to the Pastoria Energy Facility recommends that the 160-megawatt project be licensed, with conditions.
The project would add one simple-cycle, natural-gas fired, turbine generator to the existing 750-megawatt power plant that went on line in May 2005 at the Tejon Ranch in Kern County, about 30 miles south of Bakersfield.
The Pastoria Energy Facility Expansion (PEFE) project utilizes the existing facility's fuel and water supplies. It would distribute power on the existing transmission lines, although the Final Staff Assessment notes that Energy Commission staff is still waiting for the results of a Southern California Edison Facility Study and a California Independent System Operator (CAISO) report to determine if additional transmission facilities will be needed. Added transmission facilities might require additional mitigation.
The PEFE Final Staff Assessment is not a decision, but represents the staff's independent analysis of the project's potential impacts on the environment, public health and safety, the transmission system and compliance with applicable laws, ordinances, regulations and standards. In the next step of the Energy Commission's power plant licensing process, Evidentiary Hearings will be held by the Committee overseeing this case. Following the Evidentiary Hearings, the Committee will write a proposed decision. The proposed decision would then be presented to the full Energy Commission for a final decision.
