Informational hearing, scheduling and status conference July 29th for peaker power plant in San Diego County


The California Energy Commission committee reviewing the proposed 96-megawatt Orange Grove Energy AFC Power Project will hold a conference in Fallbrook.

When: Beginning at 1pm, Tuesday, July 29, 2008

Where: Fallbrook Public Utilities District, 990 East Mission Road, Fallbrook, California

Who: Energy Commission Vice Chairman James D. Boyd, the presiding member of the Orange Grove committee will attend the conference. The gathering seeks to inform the committee and every one interested in the project about its progress to date in the application process.

Why: At the conference, the applicant, Orange Grove Energy, Commission staff, the formal parties (intervenors) and members of the community will have the opportunity to talk about the plant's application for certification, identify issues and advise the committee on how the project's current status may affect the remaining schedule for the review of the plant's application.

The project, consisting of a simple cycle electric generating plant and related facilities is planned on unincorporated lands north of State Route 76 and east of Interstate 5 in rural San Diego County. The applicant, owned by J-Power USA Development Co., LTD. is proposing the plant in response to a Request for Offers (RFO) by San Diego Gas & Electric (SDG&E) for new generating resources to support local reliability.

The project is designed as a peaking facility to serve loads only during peak demand. In July 2007, the applicant filed a similar project seeking a Small Power Plant Exemption (SPPE). That project's SPPE application was withdrawn in April 25, 2008, and the proceeding terminated by the Commission on May 7, 2008. The applicant submitted the current AFC on June 20, 2008.
