Pre-hearing conference on September 18th for the Chula Vista
Energy Upgrade Project

What: The Energy Commission Committee reviewing the 100-megawatt Chula Vista Energy Upgrade Project will hold a pre-hearing conference. Members of the public are invited attend.

When: Thursday, September 18, 2008, beginning at 3pm

Where: Council Chambers, Chula Vista City Hall, 276 4th Avenue, Chula Vista, California

Who: The pre-hearing conference is a public forum that will provide the Committee reviewing the proposed power plant an opportunity to assess the readiness of all parties for evidentiary hearing, identify areas of agreement and dispute and discuss procedures.

Why: The evidentiary hearing, scheduled on October 2, 2008, will establish the factual record upon which the Commission will decide this case based on written or documentary evidence from the official parties to the proceeding.

Members of the public are welcome to attend both events. It is not necessary for anyone to be a formal intervenor to take part in the public process. However, only formal parties may present and cross-examine witnesses at the evidentiary hearing.

The Chula Vista project is a simple-cycle, natural gas-fired peaker plant in the city of Chula Vista in San Diego County. The proposed facility, to be ramped up only in times of high electricity demand, would replace the Chula Vista Power Plant currently located on a 3.8 acre parcel on the Main Street industrial corridor and within the city's light industrial district.

If approved by the Energy Commission, project construction is expected to begin in fall 2008 and cost about $80 million. The Chula Vista Energy Upgrade Project is planned to begin generating electricity by fall 2009.
