Staff workshop to be held December 2nd on the Riverside Energy Resource Center Initial Study
What: California Energy Commission staff will conduct a workshop on the Proposed Mitigated Negative Declaration and Initial Study (MNDIS) for the proposed Riverside Energy Resource Center Units 3 & 4.
When: Tuesday, December 2, 2008 starting at 10am
Where: Orange Square Ballroom, Riverside Public Utilities Department 3901 Orange Street, Riverside
Why: The workshop will provide an opportunity for agencies, the public and other interested parties to present questions and comments on the MNDIS. All interested agencies and members of the public are invited to participate. Discussions will include all topics contained in the NDIS with a focus on: Air Quality, Biology, Soil and Water and Waste Management.
After a workshop on the NDIS, staff will issue its Final Study that will contain the staff's independent and thorough analysis of the City's small power plant exemption (SPPE) to add to its existing Riverside Energy Resource Center's production by 95 megawatts.
With an SPPE, an applicant will be responsible for obtaining all necessary local, state, and federal permits to build and operate a proposed power plant. Local and state agencies would use the Energy Commission's mitigated negative declaration exemption document when issuing their respective permits in line with the California Environmental Quality Act.
If a power plant proposal is between 50 and 100 megawatts, the Commission may exempt it from its yearlong review process under an SPPE. However, the Commission must first find that the plant will not create a substantial adverse impact on the environment, energy resources, the transmission system, or public health.
