Site visit and informational hearing September 3 in Carson for
Watson Cogeneration Project

What: The California Energy Commission Committee assigned to the Watson Cogeneration Steam and Electric Reliability Project in Los Angeles County will hold a site visit and informational hearing. Members of the public are invited to participate.

When: Thursday, September 3, 2009

Where: Carson Civic Center, 801 Carson Street, Carson California

Free bus for participants leaves from the Center at 4pm to the site of the proposed plant. The bus will return in time for the informational hearing at 5pm.

Who: Energy Commissioner Julia Levin, associate member of the committee that will ensure that the project meets the requirements of the California Environmental Quality Act, will lead the site visit and informational hearing. These steps are the first in a formal process that allows the public, governmental agencies and other interested parties to participate in the review of the planned power plant.

Why: The project, planned by the Watson Cogeneration Company will add a nominal 85 MW combustion turbine generator to the existing cogeneration facility owned by Watson to provide additional process steam to the British Petroleum Carson refinery. Watson is a joint partnership between subsidiaries of BP America and Edison Mission Energy.

The project site is a 2.5-acre site located within the boundary of the existing Watson Cogeneration Facility, which is a 21.7-acre area within BP's existing Carson Refinery (BP Refinery), in the City of Carson, Los Angeles County.

If approved by the Energy Commission the project will begin construction in May 2010. Startup and testing will occur in January 2012 and commercial operation is targeted six months later.
