Public workshop October 14 on the BP Watson Cogeneration Project

Who: The staff of the California Energy Commission will hold a public workshop on the proposed Watson Cogeneration Steam and Electric Reliability project (BP Watson) in Los Angeles County.

When: Wednesday, October 14, 2009 starting at 9am

Where: North Conference Room A, Fourth Floor, California Energy Commission, 1516 Ninth Street, Sacramento, California.

Why: The workshop will provide an opportunity for all interested parties and the public to discuss the responses submitted by the applicant to staff's previous data requests in several technical areas, including public health and air quality. Based on the workshop dialogue, written comments and additional information to be gathered, Energy Commission staff will publish a Preliminary Staff Assessment on the planned facility.

Throughout the project's licensing review, the Energy Commission will conduct public workshops and hearings on the proposed plant to determine whether it should be certified for a license and under what set of conditions.

What: The project, planned by the Watson Cogeneration Company in the City of Carson will add a nominal 85 MW combustion turbine generator to the existing cogeneration facility owned by Watson to provide additional process steam to the British Petroleum Carson refinery. Watson is a joint partnership between subsidiaries of BP America and Edison Mission Energy.

If approved by the Energy Commission the project will begin construction in May 2010. Startup and testing will occur in January 2012 and commercial operation is targeted six months later.
