NOTICE OF STAFF WORKSHOP
ON THE CUSTOMER CREDIT RENEWABLE RESOURCES ACCOUNT REPORT



The California Energy Commission is required to report to the Governor and Legislature on how to utilize the Renewable Energy Program (REP) funds allocated for the Customer Credit Renewable Resources Account most effectively, pursuant to Senate Bill 1038 (SB 1038, Sher, Chapter 515, Statutes of 2002). Under the direction of the Energy Commission's Renewables Committee (Committee), the staff drafted a report, Customer Credit Renewable Resources Account, Report to the Governor and the Legislature.

A staff workshop will be held as follows to solicit public comments on the staff report. The workshop will be held:

Following the staff workshop, the Committee will issue a Committee Report on or before March 14, 2003, for the Energy Commission to consider adopting at the April 16, 2003, Business Meeting.


Staff Recommendations

The staff report recommends that the Customer Credit Program be discontinued and the funds for this program be reallocated to the New Renewable, Emerging Renewable, and Consumer Education Accounts. Additionally, the staff is recommending that payments be made for eligible residential and small commercial consumption of renewable energy for the period January 1, 2002, through April 1, 2003, using the remaining funds in the SB 90 Customer Credit Subaccount. These recommendations are based on the major uncertainties surrounding the future of direct access, the retail renewable energy market, and the implementation of the Renewable Portfolio Standard (RPS) in California.

The staff is also recommending that customer credit funds be set aside within the Consumer Education Account to support and accelerate the design and development effort for a certificate-based accounting and verification system. This accounting system would meet the Energy Commission's needs with respect to RPS implementation and the Energy Commission's ongoing Power Source Disclosure Program, as well as serve as a tool to facilitate consumer awareness and confidence in the renewable energy content of electricity purchases.

Appendix 1 is the consultant report prepared by the Energy Commission's technical support contractor, XENERGY, Inc. It compiles research and analysis conducted for the REP staff regarding renewable energy market trends nationally, focusing on renewable energy certificates trading and options for retail customer choice in California.

Members of the public may submit written or oral comments at the workshop on March 3, 2003 and are strongly encouraged to submit written comments prior to that date. Those submitting written comments should provide an original plus 11 copies to the Energy Commission's Docket Unit. Those interested in filing comments by e-mail may send them to [docket@energy.state.ca.us], but will need to follow up with an original copy by mail or one delivered to the Docket Unit plus 11 copies. If you are providing written comments at the workshop, please make an additional 30 copies available at the beginning of the workshop.
