NOTICE TO CONSIDER ADOPTION OF COMMITTEE REPORT ON
THE CUSTOMER CREDIT RENEWABLE RESOURCES ACCOUNT REPORT

As part of its regularly scheduled Business Meeting on April 2, 2003, the Energy Commission will consider adopting the Energy Commission's Renewables Committee's (Committee) Customer Credit Renewable Resources Account Report to the Governor and the Legislature (Committee Report). The Energy Commission is required to report to the Governor and Legislature on how to utilize the Renewable Energy Program funds allocated for the Customer Credit Renewable Resources Account most effectively, pursuant to Senate Bill 1038 (Sher, Chapter 515, Statutes of 2002). The Committee has prepared its report in fulfillment of this requirement and recommends its adoption. Upon adoption, the Energy Commission will submit the final report to the Governor and the Legislature.
The Committee Report recommends that the Customer Credit program be discontinued and the funds for this program be reallocated to the New Renewable, Emerging Renewable, and Consumer Education Accounts. Additionally, the Committee is recommending that payments be made for eligible residential and small commercial consumption of renewable energy for the period January 1, 2002 through April 1, 2003, using remaining funds in the SB 90 Customer Credit Subaccount. These recommendations are based on the major uncertainties surrounding the future of direct access, the retail renewable energy market, and implementation of the Renewable Portfolio Standard in California. The Committee is also recommending that customer credit funds be set aside within the Consumer Education Account to support and accelerate the design and development effort for a certificate-based accounting and verification system.
