The California Energy Commission's Renewables Committee will conduct a workshop to solicit comments on proposed revisions to the Emerging Renewables Program Guidebook (500-03-001F). Commissioner John L. Geesman is the Presiding Member and Commissioner James D. Boyd is the Associate Member.

On September 12, 2002, Senate Bill 1038 (SB 1038, Chapter 515, Statutes of 2002, Sher), was enacted into law authorizing the Energy Commission to administer the Emerging Renewables Program beginning in 2003 through 2006. The Emerging Renewables Program grants capital cost rebates to assist customers who purchase and install renewable technologies for on-site generation. Increased sales encourage manufacturers and retailers to expand operations, which in turn should lower costs to consumers.
The Energy Commission staff conducted a workshop in November 2002 to obtain public comment on the future design and content of the Emerging Renewables Program. The Renewables Committee conducted a public hearing in December 2002 to receive public comment on the draft guidebook for the Emerging Renewables Program. After considering the public comment received, the Energy Commission adopted the guidebook at its February 19, 2003 Business Meeting, and the program started March 3, 2003.
The participation in the Emerging Renewables Program is setting record levels in 2003 with over 6,000 applications submitted. In the first nine months of the new program approximately half of the total funding allocated through 2006 has been paid or reserved. This high level of activity and commitment of rebate funds raises issues regarding the future structure of the program and its funding level. The December 11, 2003 workshop is for the Committee to take public comments on reducing the rebate level for professionally installed photovoltaic systems to $3.00 per watt beginning January 1, 2004.
Members of the public may submit written or oral comments at the workshop on December 11, 2003 and are strongly encouraged to submit written comments before that date. Those submitting written comments should provide an original plus 12 copies to the Energy Commission's Docket Unit.
