As part of the May 19, 2004 Business
Meeting, the Energy Commission will consider adopting
substantive changes to the Guidebook for the Consumer
Education Program. This guidebook describes the eligibility
requirements, selection and award process and administrative
requirements for receiving funding from the Energy
Commission's Consumer Education Program. This guidebook
was adopted in February 2003 and is being revised
to clarify projects and activities that are eligible
for funding.
On September 12, 2002, Senate Bill
1038 (SB 1038, Chapter 515, Statutes of 2002, Sher),
was enacted into law authorizing the Energy Commission
to administer the Renewable Energy Program beginning
in 2003 through 2006. The Consumer Education Program
is one of several program elements within the Energy
Commission's Renewable Energy Program. The Consumer
Education Program provides information, promotes renewable
energy and helps build a consumer market for renewable
energy and emerging renewable technologies. The proposed
changes to the guidebook are available on the Energy

Written Comments
The Energy Commission encourages members
of the public to submit written comments in advance
of the Business Meeting. An original and 12 copies
of any comments filed by mail or in person should
be provided to the Energy Commission's Dockets Unit.
Parties may also file a single copy electronically
with the Dockets Unit and follow up with an original
copy by mail. If you are providing written comments
at the Business Meeting, please make an additional
50 copies available at the beginning of the meeting.
