As part of its regularly scheduled Business Meeting on May 19, 2004, the California Energy Commission will consider proposed changes to the December 2003 Emerging Renewables Program (ERP) Guidebook specifying funding and eligibility requirements for public schools under the Solar Schools Program element.
The Commission's Renewables Committee recommends these proposed changes, pursuant to the Public Resources Code section 25747 which authorizes the Commission to adopt substantive changes to the ERP Guidebook upon providing 10 days written notice. Changes shall take effect once approved at the Business Meeting.
The proposed Guidebook changes for the Solar Schools element may be reviewed on-line at www.energy.ca.gov/renewables/emerging_renewables.html. Hardcopies are also available by contacting the call center at 1 (800) 555-7794. Changes are shown relative to the current guidelines, dated December 2003, with new text shown in underline and deleted text shown in strikeout.
The proposed Guidebook changes for the Solar Schools element were previously noticed in the Committee's April 22, 2004 Notice of Committee Workshop and discussed at the May 3, 2004 Committee Workshop with other proposed revisions to the ERP Guidebook. The Guidebook revisions for the Solar Schools element are being adopted on a separate track from the other ERP Guidebook revisions because matching funds for the Solar Schools element from the California Power Authority must be reserved by June 30, 2004.
In summary, the Committee is proposing eligibility requirements for public schools consistent with the current ERP guidelines and funding limitations and is adding a preliminary reservation option for eligible school districts. The Solar Schools element will enable public schools, kindergarten through grade 12, to be eligible for twice the rebate offered to other ERP participants until available supplemental funds are fully reserved.
The Energy Commission encourages members of the public to submit written comments on the proposed Guidebook revisions in advance of the Business Meeting. An original and 12 copies of any comments filed by mail or in person should be provided to the Energy Commission's Dockets Unit. Parties may also file a single copy electronically with the Dockets Unit and follow up with an original copy by mail. The Committee encourages comments to be submitted by e-mail. If you are providing written comments at the Business Meeting, please make an additional 50 copies available at the beginning of the meeting.
