The California Energy Commission's Renewables Committee (Committee) will conduct a workshop to seek public comment on proposed changes to the Emerging Renewables Program Guidebook. Commissioner John L. Geesman is the Presiding Member of the Committee and Vice Chair Jackalyne Pfannenstiel is the Associate Member. The Committee workshop will be held as follows:

Purpose of the Workshop

The purpose of this workshop is to solicit public comments on proposed changes to the Emerging Renewables Program Guidebook. This Guidebook was initially adopted in February 2003, and later revised in December 2003, May 2004, June 2004 and January 2005.

The proposed Guidebook changes are identified below and are being recommended by the Committee pursuant to Public Resources Code section 25747, which authorizes the Energy Commission to adopt substantive changes to the Guidebook upon providing 10 days written notice. Changes shall take effect once approved at a publicly noticed meeting.

Proposed changes include:

  • Maintaining the current rebate level for eligible renewable energy technology

  • Determining the rebate level based on the system completion date rather than the reservation application date

  • Raising the potential capacity factor of systems from 25 percent to 30 percent for purposes of determining the amount of funds reserved under the Pilot Performance-Based Incentive Program

  • Removing the requirement that program participants provide a utility letter of authorization in order to verify a system's approved interconnection to the utility distribution grid

  • Suspending the Solar School Program element until further notice

  • Clarifying the requirements for affordable housing projects

  • Clarifying the requirements for new construction development projects

  • Other clarifying changes

The proposed Guidebook changes will be posted on the Energy Commission's website on May 23, 2005, at:

Interested parties are encouraged to review the proposed Guidebook changes and to attend the Committee workshop and/or submit written comments for the Committee's consideration. Following the Committee workshop and consideration of the public comments, the Committee will revise the proposed Guidebook changes as necessary and recommend adoption of the changes at the Energy Commission's scheduled Business Meeting on June 22, 2005.


Written Comments

The Energy Commission encourages interested parties to participate in the process of revising the Guidebook. Interested parties are invited to review the proposed Guidebook changes and provide oral and/or written comments at the workshop. Parties providing written comments are asked to provide an original and 21 copies of their comments. Parties may also file a single copy electronically with the Docket Unit and provide an original copy by mail. Parties providing written comments at the workshop are asked to submit them at the beginning of the workshop. Written comments will be considered following the workshop if they are received by close of business on June 3, 2005. Please send or deliver written materials to:
