As part of the July 11, 2007 Business Meeting, the Energy Commission will consider, as the first item on the agenda, adopting revisions to the New Solar Homes Partnership Guidebook (Guidebook). The New Solar Homes Partnership (NSHP) provides incentives and support activities for installing eligible solar photovoltaic systems on new residential buildings that receive electricity from specified investor-owned utilities. The Energy Commission implements the NSHP in coordination with the California Public Utilities Commission under the overall California Solar Initiative. This Guidebook describes the requirements for receiving incentives to install eligible solar photovoltaic systems on energy efficient, solar homes under the NSHP.
As a result of a collaborative effort by the Renewables Committee, the Affordable Housing Advisory Committee, and Energy Commission staff, and comments received as a result of the Renewables Committee's June 6, 2007, workshop, proposed changes were made to the Guidebook to address the following:
- Revise incentives and other provisions to encourage more program participation from affordable housing developments
- Other changes to complement and provide better coordination with the California Public Utilities Commission's CSI program, and to clarify the program requirements.
The Energy Commission's Renewables Committee is publishing the Guidebook (Publication No. CEC-300-2007-008-CTD) for public review. The proposed Guidebook will be available online at: www.energy.ca.gov/renewables/06-NSHP-1/documents/
