NOTICE TO CONSIDER ADOPTION OF CHANGES TO THE
Emerging Renewables Program Guidebook

As part of the June 22, 2005, Business Meeting, the Energy Commission will consider adopting revisions to the Guidebook for the Emerging Renewables Program (Guidebook). This Guidebook was initially adopted in February 2003, and later revised in December 2003, May 2004, June 2004 and January 2005.
The Energy Commission's Renewables Committee (Committee) recommends these Guidebook revisions pursuant to Public Resources Code section 25747, which authorizes the Energy Commission to adopt substantive changes to the Guidebook upon providing 10 days written notice. Changes shall take effect once approved at a publicly noticed meeting.
Public comments were solicited on the draft Guidebook revisions as part of a Committee workshop held on June 1, 2005. The Committee has considered these public comments in recommending the proposed Guidebook revisions. In summary, these proposed revisions do the following:
- Maintain the current rebate levels for eligible renewable energy technology
- Raise the potential capacity factor of systems from 25 percent to 30 percent for purposes of determining the amount of funds reserved under the Pilot Performance-Based Incentive program
- Remove the requirement that program participants provide a utility letter of authorization in order to verify a system's approved interconnection to the utility distribution grid
- Suspend the Solar School Program element until further notice
- Clarify requirements for affordable housing projects
- Clarify requirements for new construction development projects
- Make other clarifying changes
The proposed Guidebook revisions were posted on the Energy Commission's website on June 10, 2005, at:

Participants of this proceeding were notified electronically on June 10, 2005, of the Energy Commission's scheduled adoption of the proposed Guidebook revisions, and were directed to the above website for an electronic copy of these revisions.

Written Comments
The Energy Commission encourages members of the public to submit written comments on the proposed Guidebook revisions in advance of the Business Meeting. An original and 21 copies of any comments filed by mail or in person should be provided to the Energy Commission's Docket Unit. Parties may also file a single copy electronically with the Docket Unit and follow up with an original copy by mail. If you are providing written comments at the Business Meeting, please make an additional 50 copies available at the beginning of the meeting.
