Notice To Consider Approval Of Reallocation Of $45,058,246 To The
Emerging Renewables Program

As part of the August 2, 2006, Business Meeting, the Energy Commission will consider reallocating $45,058,246 to the Emerging Renewables Program (ERP) from a number of Renewable Energy Program funding sources as indicated below. The reallocation of these funds will allow the ERP to continue making reservations and payments for the purchase and installation of renewable energy systems, and to avoid major market and funding disruptions through the remainder of the 2006 calendar year.

Since the start of the ERP in 1998 through early July 2006, the program has provided approximately $283 million in funding for a total of 19,350 installed renewable energy systems. The program has experienced historical volume spikes when rebate levels drop, and in anticipation of the July 1, 2006, drop in the rebate level, approximately 2,300 reservations were received in June 2006. Because of the increased volume in applications for June 2006 and the anticipated volume for the remainder of 2006, the ERP needs additional funds to avoid a major market disruption.

The Energy Commission's Renewables Committee (Committee) recommends this reallocation of Renewable Resources Trust Fund moneys pursuant to Public Resources Code section 25748 (b), which requires 1) that the reallocation be consistent with the Energy Commission's 2001 Renewable Energy Investment Plan (Investing in Renewable Electricity Generation in California, June 2001) and the Energy Commission's latest annual report to the Legislature pursuant to Public Resources Code section 25748, 2) that the reallocation not increase the SB 1038 funding for the Existing Renewable Facilities Program, and 3) that the reallocation not decrease the SB 1038 funding for the New Renewable Facilities Program. The proposed reallocation of funding comports with section 25748 (b), is consistent with the Energy Commission's Renewable Energy Investment Plan and latest annual report to the Legislature (both of which identify the need to reallocate funds based on current and anticipated market conditions and program needs), and does not increase the amount of SB 1038 funding for the Existing Renewable Facilities Program nor decrease the amount of SB 1038 funding for the New Renewable Facilities Program. The reallocation shall take effect once approved by the Energy Commission at a publicly noticed meeting.

The Energy Commission encourages members of the public to submit written comments on the proposed reallocation in advance of the Business Meeting. An original and 21 copies of any comments filed by mail or in person should be provided to the Energy Commission's Docket Unit. Parties may also file a single copy electronically with the Docket Unit and follow up with an original copy by mail.
