- Competitive Solicitations - offer funding competitively to choose from the best, most promising projects with maximum benefit to California.
- Centers of Excellence - establish centers in California to focus on specific subject areas and coordinate public/private collaboration.
- Engage the Research Community - focus California's world-class scientists and engineers at its universities, national laboratories, and industries on the state's energy priorities.
