The Independent Review Panel (IRP) will hold a two-day meeting as part of its review of the Energy Commission's Public Interest Energy Research (PIER) Program. The panel is reviewing the public value of the PIER Program as required by Public Resources Code section 25620.9. Written findings and recommendations will be delivered to the Governor and Legislature by January 31, 2005. This meeting will be held:

In 1996, California enacted major legislation and other public policies to restructure both the nature and the regulation of this state's electric services industry. One of these policies, Public Utilities Code Section 381, authorizes funding of not less than $62.5 million annually for the PIER Program, which is primarily administered by the California Energy Commission to fund public interest energy research. An initial review of the PIER Program was completed in March 2001.
Legislation enacted in January 2003 mandated a follow-on evaluation of the PIER Program by a new panel of independent experts. The evaluation shall include a review of the public value, including but not limited to the monetary and non-monetary benefits of public health and the environment, and the benefit of providing funds for technology development that would otherwise not be funded.
The IRP submitted to the Governor and Legislature its preliminary written findings and recommendations titled: Independent Review Panel Report March 2004, available on the California Council on Science and Technology web site at [www.ccst.us]. A final report is due to the Governor and Legislature by January 31, 2005.
