Notice of Staff Workshop
Wind Resource and Avian Analysis
Web-based Demonstration

The PIER Renewable and PIER Environment staff of the California Energy Commission will conduct a workshop to demonstrate the Wind Resource Analysis web-based portal.

THURSDAY, MAY 26, 2005
10 a.m to noon
CALIFORNIA ENERGY COMMISSION
1516 Ninth Street
First Floor, Hearing Room B
Sacramento, California
(Wheelchair Accessible)

Purpose of the Workshop

This workshop will demonstrate a web-based renewable energy tool and its wind resources analysis capabilities. The staff is seeking public input on enhancements to further develop this tool to conduct renewable energy analysis and make it a better decision-aid tool. The workshop will focus on demonstrating the following data layers which were developed under a PIER project.

  • Identify "footprints" for five existing wind resource sites with satellite imagery and GIS data layers and track new development. Accurate tracking aids wind energy forecasting needs.

  • Utilize GIS analysis to address FAA lighting impact on surrounding communities and encourage resource areas to develop a unified lighting plan.

  • Build a 3-D ridgeline model for a site and integrate statistical analyses of avian data for re-powering and avian mitigation strategies.

  • Integrate bathymetry data with wind resource potential along the California coastline.

  • Develop a high-level screening capability for determining potential susceptibility of avian collisions in an area.

Highlights of the project will be demonstrated during the workshop (see Agenda below).

Background

Renewable resources such as wind have tremendous environmental as well as economic benefits for a region; however, if the resources are not properly managed and integrated, they can have adverse impacts. A platform to access the latest resource information and development trends coupled with the ability to quickly perform trade-off analyses is essential for planning and policy.
