Notice of Staff Workshop:
Wind Storage Enhanced Technologies on the Grid



The California Energy Commission (Energy Commission) Public Interest Energy Research (PIER) Renewables and Energy Storage Technology staff will hold an information exchange workshop to obtain industry input on current activities and interest using energy storage systems, as well as ways to use storage to better accommodate wind energy generating resources. Objectives include improving transmission and distribution (T&D) reliability, managing intermittency, addressing power quality and adding to resource availability.

Purpose

The purpose of this workshop is to present the Energy Commission's Program Opportunity Notice (PON) process - a competitive process, and allow participants to discuss public interest wind energy-storage enhanced topics.

Who should participate?

  • Utilities (i.e. transmission planners, procurement, grid operations)
  • Project developers
  • Utility managers
  • Energy storage technology developers
  • Other industry stakeholders

Participants are encouraged to attend, exchange ideas and network.

As an example, a concept to incorporate storage could include co-locating scalable storage technologies at key substations where wind resources and other resources are interconnected to help manage intermittency by shaping generation, firming resources, conditioning frequency or regulating voltage. The system would depend on the problem and need identified at the interconnection location.

Specific wind-storage research projects are NOT being solicited at this time. The workshop input provided may be instrumental in formulating a forthcoming PON related to this topic.

Background

To date a number of renewable integration and transmission analysis studies have been conducted throughout the United States and abroad. Additional renewable resources including wind and solar are priority generation resources for meeting Renewable Portfolio Standards (RPS) and environmental targets. Wind, solar and even hydro, to a certain extent, are variable resources that require additional technologies to manage and store the energy.

Storage traditionally has been viewed as a resource for adding capacity in megawatts to shift generation for a period of time. With incentives from the transportation industry along with recent material advances, improved battery storage devices and new power electronics have rejuvenated the storage arena. In addition, recently funded Energy Commission projects have demonstrated reliable storage technologies capable of offering additional ancillary benefits such as providing regulation services.

Coupling intermittency resources with economically sound storage is not a novel concept. In light of anticipated integration issues with increasing levels of intermittent resources, these concepts need to be put into practice. Through this workshop, the staff will identify some of the concepts, strategies and highlight economic and practical barriers that may impede putting the ideas to practice.

The following questions are provided for consideration as areas for input:

  1. What are the steps necessary to put to practice? Steps might include studies, interconnection concepts and demonstration projects.
  2. What technologies are available and what is the best approach to feasibly couple storage to accommodate wind generating resources on the grid?
  3. What methods and locations would benefit co-managed wind and storage for the benefit of the grid?
  4. What are the market, regulatory, business/corporate, contractual barriers and uncertainties?
  5. What wind-storage enhancements are needed to establish public confidence in these practices to enable a cleaner, more reliable, diverse and economically sustainable energy future?
  6. What additional data is needed to manage and optimize economic operation for the system?
  7. How to quantify value of wind and storage enhancements to the grid?
