Lines and Other Energy Developments
The Environmental Area staff of the California Energy Commission's Public Interest Energy Research (PIER) program will conduct a final Project Steering Committee meeting to observe and discuss a demonstration of a web-based decision support tool for documenting and communicating complex environmental and engineering analysis of potential energy developments. The tool, called PACT, has been beta tested and will soon be alpha tested on real world renewable development scenarios.

The PIER program has developed a web-based application called Planning Alternative Corridors for Transmission (PACT). PACT is a decision support tool designed to provide a technically valid and transparent method for comparing the environmental and engineering merits of alternative transmission line routes. This research program was developed with guidance from a Project Steering Committee with representatives from agencies, utilities, conservation groups, and other stakeholders. The purpose of this final Project Steering Committee meeting is to describe the latest developments and demonstrate the nearly completed tool.
The PACT decision support tool can be used to evaluate alternative sites for energy development areas. PACT was initially developed to help facilitate transmission line siting, but it can be used to analyze and compare other footprints (e.g., generation facility, substation, conservation areas). PACT was developed to support siting decisions made by utility planners and regulators and to effectively communicate the analysis and decisions to all interested stakeholders. The tool is intended to be sufficiently flexible and robust to be used in site design and regulatory evaluation, from early planning stages through administrative hearings.
The meeting is intended to update the Steering Committee on latest developments, provide an on-line demonstration of the PACT, and allow committee members a hands-on exercise. Next steps to test the tool using a real world, complex project, further refinements as needed and hosting requirements will be discussed. The meeting is open to the public and there will be an opportunity at the end of the meeting for public comment or discussion.
