Updated Cost of Generation Model

Updated Cost of Generation Model. Posted: April 13, 2011 (Excel Spreadsheet) 90 KB.

The cost of generation model has been updated to correct an error in the calculation of fuel costs for projects with economic lives longer than 20 years. Since the default life assumption for RETI projects was 20 years, this does not affect any of the RETI results.

This updated model (and others) will be presented at the IEPR Workshop, "Updating the Levelized Costs of California Central Station Generation Models" on May 16, 2011. It is posted here as a courtesy to RETI stakeholders because the original cost of generation model from Black & Veatch was posted (below on this page) under the Phase 1B Draft Report.

The GIS data prepared for RETI have been applied for the purposes of determining potential developable resources and performing high-level transmission planning. It is very important to emphasize that the purpose of these files is for conceptual transmission planning and not to recommend specific project siting and land use decisions. GIS data prepared as part of the RETI project is not meant to represent actual locations. Hypothetical proxy projects have been located based on relative resource potential and other constraints in a general area; pre-identified projects have been located based on known commercial in a general area. Locations of actual projects may vary significantly from locations shown in the attached GIS files.

The GIS files also contain conceptual transmission lines. These transmission lines are conceptual only and do not represent proposed routes or locations. Conceptual linkages representing generation tie-lines (gen-ties) were drawn from projects to hypothetical collector stations. Trunk lines were then drawn to load centers. These gen-ties and trunk lines are only conceptual representations of linkages between projects and CREZ substations. They were drawn to estimate distances, so that transmission costs could be estimated. Environmental and land-use priorities are not reflected in these conceptual routes.

CREZ boundaries indicated in these maps are for organizational purposes only and do not represent actual physical boundaries.

GIS Data for Phase 1B Final Report

The GIS data contained in GIS_RETI_Resources.zip is in ESRI's shapefile format. The GIS data contained the GIS_RETI_General_Exclusions.zip is in ESRI's file geodatabase format. Both sets of data will require that the user have an appropriate GIS data viewer. The same data contained in these files is also represented in pdf format in the maps (listed under the Final Draft Report below).
