Notice of Siting Committee Workshop on Revised
Draft Proposed Regulations Governing an Electric
Transmission Corridor Designation Process

The California Energy Commission's Siting Committee (Committee), consisting of Commissioner John L. Geesman as Presiding Member and Commissioner Jeffrey D. Byron as Associate Member, is holding a second workshop to receive public comments and discuss staff's revised draft proposed regulations for an electric transmission corridor designation process pursuant to Senate Bill 1059 (Stats. 2006, Ch. 638). The revised draft proposed regulations will be posted on the Energy Commission's website at www.energy.ca.gov/sb1059 by July 24, 2007. Other Commissioners may attend and participate in this workshop.

Background

SB 1059 added Section 25330 et seq. to the Public Resources Code, authorizing the Energy Commission to designate suitable transmission corridors for high-voltage electric transmission lines. The designation of a transmission corridor may be proposed by the Energy Commission or by application to the Energy Commission from any person or entity planning to build an electric transmission line in California (Pub. Resources Code § 25331(a)). The designation of a transmission corridor must be consistent with the state's needs and objectives as stated in the Strategic Transmission Plan adopted pursuant to Public Resources Code Section 25324 and is subject to the California Environmental Quality Act (CEQA). SB 1059 identifies the Energy Commission as the lead agency responsible for preparing an environmental assessment for all transmission corridors proposed for designation (Pub. Resources Code § 25332).

On February 20, 2007, the Energy Commission instituted a rulemaking proceeding to prepare and adopt regulations to implement the transmission corridor designation process consistent with the requirements of SB 1059. On June 29, 2007, the Energy Commission's Siting Committee held its first public workshop to invite discussion from interested parties on staff's proposed draft regulations for implementing a transmission corridor designation process under SB 1059. Based upon input received at the workshop, and in writing before and after the workshop, the Committee directed staff to prepare revised draft regulations for further workshop discussion.

Written Comments

The Committee encourages interested parties to provide comments on staff's revised draft proposed regulations and to discuss them at the workshop. All comments are due in writing by 5 p.m. August 9, 2007. The Committee encourages comments by e-mail so they may be posted on the Energy Commission's website.

Those submitting comments by e-mail must indicate "Docket No. 07-OIR-1, Transmission Corridor Designation Workshop," with your or your organization's name in the subject line of the e-mail. Please provide your comments in either Microsoft Word format or Adobe Portable Document format (PDF) and send to docket@energy.state.ca.us. Parties submitting comments electronically must also submit the original paper copy to the Energy Commission's Docket Unit.

Those submitting comments by hard copy must indicate "Docket No. 07-OIR-1" and "Transmission Corridor Designation Workshop" in the subject line of the comments and must provide an original plus 10 paper copies to the Energy Commission's Docket Unit.
