ORDER ADOPTING THE NET SYSTEM POWER REPORT FOR 2003
Pursuant to Section 398.5(f) of the Public Utilities Codes, added
by SB 1305 (Stats. 1997, ch. 796, section 1), the California Energy
Commission (Commission) is required to adopt an annual report
calculating net system power. Net System Power is the mix, in
percentages, of fuel and technology types that are the sources of
electricity consumed in California, minus those sources that are
specifically claimed by retail suppliers and resources consumed
through self-generation. This report is used by retail suppliers, who
are required to disclose the fuel mix of net system power in quarterly
statements to customers and in promotional materials. The Commission
is required to adopt this report by April 15th of each year.
At the April 9, 2004, Business Meeting, the Commission adopted the
2003 net system power report presented by staff. On April 12, 2004, a
significant omission of data was discovered. The data were
subsequently revised and reviewed to ensure accuracy and then
presented for adoption before the Commission. At the May 5, 2004,
Business Meeting, the Commission considered adoption of the 2003 net
system power report. Staff provided a summary of the report and
recommended its adoption without modification. The Commission concurs
with staffÕs recommendation and hereby adopts the revised Net System
Power Report for 2003.
