Senate Bill 1345 (Statutes of 2000, Chapter 537, Peace, signed by Governor Davis in September 2000) directed the Energy Commission to develop and administer a grant program to support the purchase and installation of solar energy and selected small distributed generation systems. Solar energy systems include solar energy conversion to produce hot water, swimming pool heating, and battery backup for photovoltaic (PV) applications. Eligible distributed generation (DG) systems include micro-cogeneration, gas turbines, fuel cells, electricity storage technologies (in systems other than PV), and reciprocating internal combustion engines.

The Commission approved Program Guidelines, as required by SB 1345, in April 2001, and issued the initial funding solicitation documents in May 2001. The Commission is continuing to process applications and approved reservations from the initial solicitation.

For fiscal year 2001/02, a total of $1.0 million is available to fund eligible solar energy and distributed generation systems. There is a funding cap of $750 for a solar energy system and a cap of 10 percent of system cost or $2,000 (which ever is less) for a small DG system. At this time, it is anticipated that the bulk of the $1.0 million will be used to pay out funds for the purchase and installation of the eligible solar and DG systems.

The Commission approved changes to the Program Guidelines on January 9, 2002, and issued a Notice of Availability (announcing opportunity to apply for funds) on January 16, 2002. The Commission will review and process applications received on or before June 28, 2002, up to the limits of available funds.
