The Energy Commission staff is proposing revisions to the regulations governing the Rules of Practice and Procedure and Power Plant Site Certification. This workshop will focus on the staff's proposed revisions, comments received, and suggested changes to the proposed revisions. Following the workshop, staff will consider the additional information and comments it receives and will prepare amended revisions for consideration and possible adoption by the Energy Commission. The proposed changes to the regulations may be viewed on the Commission's website at http://www.energy.ca.gov/siting/rulemaking/documents/index.html.
On October 6, 2004, the Energy Commission issued an Order Instituting Rulemaking (Order) for the purpose of the proposed adoption, amendment to, and repeal of regulations governing the Rules of Practice and Procedure and Power Plant Site Certification Regulations. Energy Commission staff has proposed a number of revisions to the regulations identified in the Order. The Energy Commission delegated its authority for this rulemaking proceeding to the Siting Committee composed of two Commissioners. The Committee is empowered to take all actions necessary to comply with all applicable legal requirements of the Public Resources Code, the Administrative Procedure Act (Govt. Code ¤ 11340 et seq.), and implementing regulations, including submission, after a Commission hearing, of all necessary documents to the Office of Administrative Law, and issue notices for all hearings and workshops.
Written comments on the proposed revisions should be submitted by 5:00 p.m. on October 2, 2006. Please include the docket number 04-SIT-02, and Proposed Revisions in the subject line or first paragraph of your comments. Please hand-deliver or mail to:
