- extend the construction deadline for five years;
- allow the option to construct and operate the power plant as either a major stationary source of air emissions (as certified) or as a minor stationary source of air emissions; and
- make changes to four Air Quality Conditions of Certification relating to reissued Emission Reduction Credit certificate numbers and equipment descriptions.
