The California Energy Commission Staff will conduct a workshop on the proposed Avenal Energy Preliminary Staff Assessment (PSA). Purpose

California Energy Commission staff recently filed its PSA on the Avenal Energy Application for Certification (AFC). The purpose of this PSA workshop is to receive comments on staff's analysis from the applicant, public, intervenors in the proceeding, and local, state and federal agencies. Environmental and engineering related topics and any outstanding issues will be discussed. Discussions will include all topics contained in the PSA with a focus on: Air Quality, Biology, Cultural Resources, Land Use, and Traffic and Transportation. Comments will be used to revise the PSA and complete the Final Staff Assessment which will become staff's testimony in evidentiary hearings. Public comments on the PSA are welcome and encouraged to be submitted in writing by March 4, 2009, to Ivor Benci-Woodward, Project Manager, at the address on this letterhead.

Background

On February 21, 2008, Avenal Power LLC filed an Application for Certification with the Energy Commission for the Avenal Energy generating facility. Avenal Power is seeking Energy Commission approval to construct and operate a 600-megawatt (MW) generating facility in the city of Avenal in Kings County. The proposed generating facility would use dry cooled, combined cycle technology, consisting of two natural gas-fired General Electric 7FA gas turbines with heat recovery steam generators (HRSG) and one General Electric steam turbine. If approved, the generating facility would be built on approximately 34 acres of a 148-acre industrial zoned site located within the Avenal city limits, just south of the Fresno County line and approximately two miles east of Interstate 5.
