BLYTHE ENERGY PROJECT - 99-AFC-8C
PETITION TO AMEND THE COMMISSION DECISION

Enclosed is the draft staff analysis of a petition from Blythe Energy, LLC to amend the Energy Commission Decision for the Blythe Energy Project (BEP). The analysis is being issued for a 30-day public review period. The proposed amendment would allow BEP to use the 66 acres on the west adjacent to the current BEP site to deposit approximately 240,000 cubic yards of earth excavated from the original project site. It would also make permanent another 10 acres of property that was added to the project on December 21, 2001, as a temporary use area, and fully mitigated for permanent use. The new conditions of certification in the areas of Cultural and Biological resources proposed by Commission staff would ensure that any potential environmental impacts from this request would be mitigated to a level of insignificance. Current conditions of certification require that existing plans such as the grading plan, soil and water pollution prevention plan, erosion plan, and biological resources mitigation and monitoring plan be revised prior to ground disturbance on the 66-acre site. Also, an area of approximately 12 acres of potential historical significance would be protected from any disturbance. Energy Commission staff analyzed all other areas of potential concern regarding the proposed amendment and identified no possibility of significant impacts in any other area.
