Blythe Energy Project - Notice
[California Energy Commission Letterhead]

Energy Resources
Conservation and Development Commission

Request For Post-Certification Change
Emission Reduction Credits

The California Energy Commission has received a petition from Blythe Energy, LLC to amend the Commission Decision for the Blythe Energy Project in Blythe, California. Blythe Energy, LLC proposes to test the PM10 emissions from the Blythe Energy Project and possibly lower both the permitted PM10 emissions limit and the amount of PM10 emission reduction credits (ERCs) they will need to surrender to the Mojave Desert Air Quality Management District (MDAQMD or District). Since the amount of ERCs will be based on actual emissions, there would be no possibility of significant environmental impacts from this change.

Commission Review Procedures

The purpose of the Energy Commission's review process is: 1) to assess the impacts of this proposal on environmental quality and public health and safety; and 2) to determine whether the project, as changed, complies with applicable laws, ordinances, regulations, and standards (Title 20, Calif. Upon receipt of an amendment request, Energy Commission staff notifies interested parties, completes an analysis, and schedules the amendment proposal to be heard at a regularly scheduled business meeting.
