Purpose: California Energy Commission staff will hold a Preliminary Staff Assessment (PSA) Workshop for the proposed Blythe Energy Project Phase II (BEP II). The purpose of the workshop is to allow the applicant's representatives, interested agencies, and the public to discuss the Biological Resources section of the PSA published on November 14, 2003. The specific biological resource topic to be discussed is: reducing the effects on migratory birds of selenium build-up in the project's evaporation ponds. Project Summary: The proposed project is located in the City of Blythe, in eastern Riverside County, next to the Blythe Energy Project I, currently in operation. If approved, the BEP II would be a nominally-rated 520-megawatt combined-cycle power plant. While workshops are normally held soon after the release of the PSA, staff delayed this workshop in order to obtain all of the information needed for public discussion.
