This Order establishes the schedule for this proceeding through the completion of Staff's Draft Environmental Assessment and subsequent discussions. The schedule, shown in Appendix A, is based on presentations at the November 10, 2004, Informational Hearing, the proposed schedule contained in Staff's November 3, 2004, Issue Identification Report, and a review of the documents on file in this matter.
The Committee is committed to the timely processing of this project modification. However, the ultimate processing depends upon timely reviews and impact studies conducted by federal, state, and local public agencies as well as Southern California Edison. We understand that the completion of key system impact analyses will be delayed by several weeks, subsequently impacting our schedule. Our revised schedule now requires periodic status reports from the parties to determine whether case development is progressing satisfactorily, and to bring potential schedule delays or other relevant matters to the Committee's attention. Furthermore, the Committee anticipates holding a conference in approximately two months to discuss the scope of the Staff's analysis of the project. A subsequent order will direct the parties to file statements on this matter.
The Committee recognizes that delays in the completion of those reviews and studies may necessitate schedule modifications. While Commission staff is responsible for meeting Committee deadlines for the filings it produces, the Applicant must be responsible for the timeliness of its own filings as well as for those of all other agencies outside the Commission. Thus, a delay by an agency other than the Commission staff in filing a required document may result in a necessary extension to any proposed schedule. No statutory directive applies to the Commission on a Petition for a Post-Certification Amendment, but the Commission will endeavor to issue a final decision as expeditiously as possible.
