Notice of Staff Workshop for the
Blythe Energy Project Transmission Line
Amendment Petition (99-AFC-8C)
The California Energy Commission staff, with Western Area Power Administration and Bureau of Land Management staff, will conduct a workshop to discuss the Staff Assessment/Draft Environmental Assessment for the Blythe Energy Project Transmission Line Modifications amendment petition filed by Blythe Energy, LLC. The proposed project is a petition to amend Blythe Energy, LLC's license for the Blythe Energy Project power plant. The petition requests that two new transmission lines and a substation be developed to provide the BEP an opportunity to transmit the full 520-megawatt capacity of electrical power directly into the California transmission grid system. The proposed project would be developed entirely in Riverside County, California.

The Energy Commission and Federal agency staff published a Staff Assessment/ Draft Environmental Assessment (SA/DEA) on May 25, 2006. At an Energy Commission Prehearing Conference on July 31, 2006, Blythe Energy indicated that additional changes to the project and facility description portion of their amendment petition will be provided requiring further consideration and analysis by Energy Commission and Federal staff. Blythe Energy committed to provide the proposed additional amendment changes one week prior to this workshop. The staff workshop will focus on the SA/DEA document, comments received on the SA/DEA, additional information provided by Blythe Energy, and suggested changes to Conditions of Certification. Following the workshop, staff will consider the additional information and comments it receives and will publish a Revised SA/DEA and recommendation which will be staff's testimony in an upcoming evidentiary hearing.
On October 12, 2004, Blythe Energy, LLC filed a petition request to amend their existing license with the Energy Commission. The Energy Commission is responsible for reviewing and ultimately approving or denying all thermal electric power plants, 50-MW and greater, proposed for construction in California. The Energy Commission's amendment process allows energy facility developers to petition the Commission to amend an Energy Commission license. The Blythe Energy Project amendment request may be granted if the Energy Commission concludes that the project would not create a significant adverse impact to public health and safety or the environment and makes the findings required by Title 20, section 1769(a) of the California Code of Regulations. The Energy Commission is the lead agency under the California Environmental Quality Act.
