Purpose
The Energy Commission Staff is currently analyzing Bullard Energy Center, LLC's Application for Certification (AFC) for the proposed development of the Bullard Energy Center. Staff published Data Requests on January 30, 2007 for the following technical areas: Air Quality, Alternatives, Biological Resources, Cultural Resources, Hazardous Materials Management, Land Use, Soil and Water Resources, Traffic and Transportation, and Visual Resources - Plume. The staff workshop will focus on Bullard Energy Center's Data Responses which were received on March 14, 2007 and work toward resolving project issues. Prior to the discussion of individual technical areas, staff will explain the Energy Commission's permitting process. Following the workshop, staff will consider the comments it receives and will publish a Preliminary Staff Assessment containing preliminary recommendations on the proposed project.
Background
On November 6, 2006, Bullard Energy Center, LLC (applicant), filed an AFC for the Bullard Energy Center, seeking approval from the California Energy Commission to construct and operate a nominal 200 megawatt (MW) simple-cycle power plant in the City of Fresno. The proposed Bullard project site is located at 5829 North Golden State Boulevard, in the City of Fresno, in an area zoned as M-1 (Light Manufacturing). The project site is a 12.3-acre paved parcel currently used for trucking operations that will be leased and/or purchased at the option of the applicant. The Energy Commission is responsible for reviewing and ultimately approving or denying all applications for thermal electric power plants, with a capacity of 50 MW and greater, proposed for construction in California. On January 3, 2007, the Energy Commission accepted the AFC as complete, which initiated the Energy Commission staff's independent review of the proposed project.
