Notice of Workshop for the Preliminary Staff Assessment Carlsbad Energy Center Project

The California Energy Commission staff will conduct a two-day public workshop on the Preliminary Staff Assessment (PSA) for the Carlsbad Energy Center Project. All interested agencies and members of the public are invited to participate. The workshop will be held:

The purpose of the workshop is to allow the applicant, staff, intervenors, interested agencies, and the public to discuss the Preliminary Staff Assessment (PSA) for the Carlsbad Energy Center Project issued on December 11, 2008. Subjects to be discussed on January 7, 2009, include: Air Quality (5-7 PM evening session), Biology, Hazardous Material Management, Public Health, Soils & Water, Worker Safety and Fire Prevention. Subjects to be discussed on January 8, 2009, include Land Use, Traffic & Transportation, Visual Resources, Transmission System Engineering and Waste Management, among others. Based on the workshop dialogue, written comments received regarding the PSA, and additional information that will be gathered, the Energy Commission staff will revise the PSA where appropriate and issue a Final Staff Assessment (FSA) in the second half of March, 2009


On September 14, 2007, Carlsbad Energy Center, LLC, submitted an Application for Certification (AFC) seeking approval from the Energy Commission to construct and operate the Carlsbad Energy Center Project (CECP), a 558 megawatt (MW) combined-cycle generating facility to be located in the city of Carlsbad, in San Diego County. On October 31, 2007, the Energy Commission accepted the AFC as complete which initiated the Energy Commission staff's independent review of the proposed project. After nearly a year of discovery and project analysis, Energy Commission staff issued their Preliminary Staff Assessment on December 11, 2008. The Energy Commission is responsible for reviewing and deciding whether to approve applications for thermal power plants with a generating capacity of 50 MW or greater proposed for construction in California.
