Chula Vista Energy Upgrade Project
The California Energy Commission Staff will conduct a workshop for the proposed Chula Vista Energy Upgrade Project Preliminary Staff Assessment (PSA). The workshop will provide an opportunity for staff to present a summary of its PSA conclusions and for agencies, the public and other interested parties to present questions and comments regarding the PSA. All interested agencies and members of the public are invited to participate. The workshop will be held:

California Energy Commission staff filed its PSA on the Chula Vista Energy Upgrade Project Application for Certification (AFC) on April 29, 2008. The purpose of this PSA workshop is for staff to summarize its conclusions and to receive comments from the applicant, public, interveners in the proceeding, and local, state and federal agencies. Environmental and engineering related topics and any outstanding issues will be discussed. Discussions will include all topics contained in the PSA with a focus on: Air Quality, Land Use and Public Health. Comments from the workshop and any written communication will be used to revise the PSA and complete the Final Staff Assessment which will become staff's testimony in evidentiary hearings. Public comments on the PSA are welcome and encouraged to be submitted in writing by June 6, 2008, to Christopher Meyer, Project Manager, at the address on this letterhead.
On August 10, 2007, MMC Energy submitted an Application for Certification (AFC) to construct and operate the CVEUP, a simple cycle electrical power plant facility in the city of Chula Vista, San Diego County. The CVEUP would be a natural gas-fired simple cycle power plant and would have a nominal capacity of 100 megawatts. Primary equipment for the generating facility would include two General Electric LM6000 combustion turbine generators. The generators would connect to the existing 69 kV transmission line that currently serves the existing 44.5 MW Chula Vista Energy Project. If approved, the proposed project would be constructed on the northern portion of the existing 44.5 MW Chula Vista Energy Project site. As part of the proposed project, the existing 44.5 MW power plant would be decommissioned, dismantled, and removed.
