NOTICE OF STATUS CONFERENCE



On June 30, 2006, the City of Vernon ("Applicant") filed an Application for Certification (AFC) with the California Energy Commission to construct and operate the Vernon Power Plant (VPP) Project. The proposed project is a nominal 914 (net) megawatt (MW) natural gas-fired power plant to be located on a 27-acre parcel at the southeast corner of Fruitland and Boyle Avenues in the City of Vernon in Los Angeles County.

On September 17, 2007, the Applicant filed new air quality information with the South Coast Air Quality Management District (SCAQMD) related to the District's Priority Reserve rules. The Applicant filed an AFC Supplement on October 2, 2007, which addresses various changes to the project design and site layout. Energy Commission Staff is awaiting a PDOC from the SCAQMD which is needed prior to filing a Preliminary Staff Assessment.

PLEASE TAKE NOTICE that the Committee of two Commissioners conducting these AFC proceedings has scheduled a public status conference to discuss the proposed project as indicated below:

Purpose of the Status Conference
The Status Conference scheduled by this Notice is sponsored by the Energy Commission to inform the Committee, the parties, and the community about the project's progress to date in the administrative licensing process.

To assist participants in understanding the process, Staff shall file a proposed schedule for the remainder of the siting process. In addition, Staff is directed to arrange for a representative of the SCAQMD to attend the Status Conference and discuss SCAQMD plans for review of the project.

At the Status Conference, Applicant, Staff, and as applicable, other parties should be prepared to inform the Committee on the status of analysis in the areas listed below and to advise the Committee on how that status may affect the remaining schedule for review of the VPP:

  • Air quality;
  • Public health;
  • Environmental justice;
  • Site remediation as related to Applicant's control of the site;
  • Status of any pending data requests/responses;
  • Intentions of recent intervenors re: issues of concern and intentions to file data requests; and
  • Scope of project alternatives which could avoid significant impacts.
