Staff Workshop for the
Colusa Generating Station

The California Energy Commission Staff will conduct a Data Response and Issue Resolution workshop for the proposed Colusa Generating Station project. All interested agencies and members of the public are invited to participate. The workshop will be held:

The purpose of the workshop is to discuss the applicant's responses to staff's data requests and to work toward resolving issues. The Energy Commission Staff is currently analyzing E&L Westcoast, LLC's (E&LW) Application for Certification (AFC) request to develop the Colusa Generating Station. Staff published Data Requests on January 12, 2007 for the following technical areas: air quality, alternatives, biological resources, cultural resources, geology, land use, socioeconomics, traffic and transportation, transmission system engineering, soils and water resources, visual resources, worker safety and fire protection. Staff's Data Requests can be found on the Energy Commission's website: http://www.energy.ca.gov/sitingcases/colusa/index.html. E&LW's Data Responses will be available at the above web site after February 13, 2007. Following the workshop, staff will consider the comments it receives and will publish a Preliminary Staff Assessment analysis containing preliminary recommendations on the proposed project.


On November 6, 2006, E&LW submitted an AFC to the Energy Commission to construct a nominal 660 megawatt (MW) natural gas-fired combined cycle power plant. The proposed project site is located on 31 acres of a 100-acre parcel leased from the Holthouse Ranch. The site location is 14 miles north of Williams, California, and 4 miles west of Intestate I-5 at the end of Dirks Road. The Energy Commission is responsible for reviewing and ultimately approving or denying all thermal electric power plants, 50-megawatt (MW) and greater, proposed for construction in California. On December 13, 2006, the Energy Commission accepted the AFC as complete, which initiated the Energy Commission staff's independent review of the proposed project.
