The California Energy Commission staff recently filed its Preliminary Staff Assessment (PSA) on the CGS project Application for Certification (AFC). The purpose of this PSA workshop is to receive comments on staff's analysis from the applicant, public, intervenors in the proceeding, and local, state and federal agencies. Environmental and engineering-related topics and any outstanding issues will be discussed. Topics will include air quality, land use, soils and water, worker safety and fire protection, hazardous materials, and staff's recommended conditions of certification. Staff will use the comments received to revise the PSA and complete the Final Staff Assessment, which will become staff's testimony in evidentiary hearings. Public comments are welcome and encouraged to be submitted in writing by August 22, 2007, to Jack W. Caswell, Project Manager, at the address on this letterhead.


On November 6, 2006, the project proponent, E&L Westcoast, LLC, submitted an AFC to the Energy Commission to construct a nominal 660 megawatt (MW) natural gas-fired combined cycle power plant. The proposed project site is located on 31 acres of a 100-acre parcel leased from the Holthouse Ranch. The site is approximately 6 miles northwest of Maxwell, 14 miles northwest of Williams and 4 miles west of Interstate 5 in Colusa County.

The Energy Commission is responsible for reviewing and ultimately approving or denying all thermal electric power plants, 50-megawatt (MW) and greater, proposed for construction in California. On December 13, 2006, the Energy Commission accepted the AFC as complete, which initiated the Energy Commission staff's independent review of the proposed project.

The Energy Commission conducted an Informational Hearing and Site Visit for the proposed CGS project on January 25, 2007 in Williams, CA; a Data Response and Issues Resolution Workshop was conducted at the Energy Commission on February 21, 2007.
