Staff Workshop for the
Community Power Project

The California Energy Commission staff will conduct a continuation of the Data Response and Issue Resolution Workshop held on March 6, 2008 in Parlier, Fresno County for the proposed Community Power Project. This workshop will complete discussions begun at the March 6th workshop. All interested agencies and members of the public are invited to participate. The workshop will be held:

Purpose

The Energy Commission staff is currently analyzing Kings River Conservation District's (KRCD) Application for Certification (AFC) for the proposed development of the Community Power Project. Staff published data requests on January 23, 2008, for the following technical areas: Air Quality, Biological Resources, Cultural Resources, Hazardous Materials, Land Use, Socioeconomics, Soil and Water Resources, Transmission System Engineering, Visual Resources, and Waste Management. Staff held a workshop on March 6, 2008 to discuss KRCD's data responses and to work toward resolving issues. The workshop scheduled for April 3, 2008 is a continuation of the earlier workshop and will focus on data responses and issues in the areas of air quality, cultural resources, and water resources. Following the workshop, staff will consider the comments it receives, if necessary submit a second round of data requests, and publish a Preliminary Staff Assessment containing a preliminary analysis of issues and recommendations for mitigation and conditions of certification.

Background

On September 27, 2007, Kings River Conservation District submitted an AFC to construct and operate the Community Power Project, a nominal 565 megawatt (MW) base-load combined-cycle power plant. Assuming the project is granted a license, construction is scheduled to begin in September of 2009 with commercial operation planned to begin in May of 2011.

The proposed plant would be comprised of two natural gas-fired combustion turbine generators (CTGs), either Siemens SGT6-5000F or GE 7FA CTG units equipped with foggers or evaporative coolers and two heat recovery steam generators, and one steam turbine generator. The facility would also include a mechanical-draft cooling tower, step up transformers, an overhead electric transmission line, air emissions control equipment, and an aqueous ammonia storage tank. The facility would include a natural gas pipeline, a reclaimed water supply pipeline, up to four wells north of the project site (near the Parlier wastewater treatment ponds), an onsite groundwater well to supply potable water, a tertiary water treatment plant, water storage tanks, a zero liquid discharge system, a stormwater retention pond, and a sewer connection for disposal of domestic wastewater.

The proposed CPP site is a 32.25-acre parcel near the City of Parlier in Fresno County (Assessors Parcel Number 358-032-41). The site is located adjacent to and east of South Bethel Avenue between East Manning and East Dinuba Avenues in an area currently zoned for agriculture that is presently being used predominately for agricultural purposes (vineyards). Existing structures on the project site include a vacant rural dwelling, detached garage, and a barn. The proposed project site is currently under a Williamson Act Contract for agricultural land preservation for which the applicant has filed a request with Fresno County for cancellation. The site is bounded by agricultural land to the west, south, and north/northwest. To the east of the site is the County of Fresno Southeast Regional Disposal Site, a Class III landfill that was closed in 1998. Just north of the proposed site is the City of Parlier's Wastewater Treatment Plant. The nearest residence is located approximately 1,800 feet to the north of the project site.
