DELTA ENERGY CENTER ISSUE
AND DATA RESPONSE
WORKSHOP APPLICATION FOR
CERTIFICATION (98-AFC-3)
On December 18, 1998, the joint partnership of Calpine Corporation and Bechtel
Enterprises, Inc. filed an Application for Certification (AFC) seeking approval
from the California Energy Commission (Energy Commission) to construct and
operate the 880-megawatt (MW) Delta Energy Center. The project is proposed to be
located on an undeveloped 20-acre parcel at the Dow Chemical Company facility
generally north and west of the adjacent Delta Diablo Sanitation District
treatment facility in the City of Pittsburg.
The Energy Commission is responsible for reviewing and ultimately approving or
denying licenses for thermal electric power plants, 50 MW and greater, proposed
for construction in California. The Energy Commission's facility certification
process carefully examines public health and safety, environmental impacts and
engineering aspects of proposed power plants, and all related facilities such as
electric transmission lines, natural gas pipelines, and water lines. The Energy
Commission's responsibilities are similar and equivalent to those of a lead
agency under the California Environmental Quality Act (CEQA).
In preparation for the completion of our Preliminary Staff Assessment for the
Delta Energy Center, we will be conducting a staff sponsored workshop to discuss
air quality, visible plume modeling, visual resource issues, and transmission
system engineering. The public is encouraged to attend and participate. The
workshop will be held:
