NOTICE OF RECEIPT
REQUEST TO AMEND THE ENERGY COMMISSION DECISION FOR THE
ELK HILLS POWER PROJECT (99-AFC-1C): TEMPORARY SIMPLE-CYCLE OPERATIONS
On August 20, 2001, the California Energy Commission (Energy Commission) received a request to amend the Energy Commission Decision for the Elk Hills Power Project (EHPP). EHPP is a nominally-rated 500 MW combined-cycle, natural gas power plant currently under construction and scheduled for commercial operation in early 2003. The site is located within the Elk Hills Oil and Gas field, approximately 25 miles west of Bakersfield between the communities of Buttonwillow and Taft in Kern County. The proposed project modification is for the temporary simple-cycle operation of EHPP during the peak energy demand period of 2002 until October 1, 2002. Simple-cylce operation would add approximately 310 MW to the grid. EHPP would then be shut down and construction resumed on the combined cycle project.
ENERGY COMMISSION REVIEW PROCEDURES
The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes an evaluation to determine if the project, as changed, will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, California Code of Regulations, Section 1769). Energy Commission staff is currently analyzing the request and will publish an analysis in the next few weeks. As directed by Governor's Executive Order D-25-01, concerning post-certification amendments, we will expedite review of this proposed modification.
This Notice of Receipt is being mailed to interested parties and local property owners who may want to participate in the amendment process.
